May 15, 2023 – The Association of Vietnam Universities and Colleges sent official dispatch No. 30/HH-NC&PTCS to Prime Minister Pham Minh Chinh, requesting to restore the mission of college level training. for higher education institutions. The Association recommends that the Prime Minister consider and direct the development of a project to amend the Law on Higher Education, to then include it in the law amendment program as soon as possible.

College qualifications have emerged due to practical needs and have been researched and developed by the Ministry of Education and Training according to international standards. This result has made an important contribution to completing the university level with 4 levels: college, university, master’s and doctorate.

However, the Law on Vocational Education No. 74/2014/QH13 (Law on Vocational Education 2014) has removed the college level from the university level. This has caused much controversy in the educational community. In particular, many members of the Association of Vietnamese Universities and Colleges and those interested in higher education expressed disagreement with this decision.

In a dispatch sent to the Prime Minister, the Association emphasized the practicality and science of maintaining college degrees. The association also pointed out that the university level includes four levels: college, university, master’s and doctorate, which have been consistently expressed in previous laws and regulations.

The dispatch also focused on the undesirable effects of removing college degrees from the university level. These include lowering the standards of professional college degrees, limiting transfer issues and eliminating the strengths of local higher education institutions.

The Association has proposed two options to solve this problem. First, propose the Prime Minister to consider and direct the development of a project to amend the Law on Higher Education and include it in the law amendment program as soon as possible. Second, while waiting for amendments to the Law, the Association proposed that the Prime Minister allow the restoration of the task of training professional college degrees at higher education institutions, and allow professional colleges to The next decision is whether to continue vocational training or return to the professional college model.

The Association also asked the Prime Minister to direct the assessment of the impact of the Law on Vocational Education, the Law on Higher Education and the Law on Education to clearly identify the limitations and unwanted impacts of these laws on education. university in Vietnam.
